As noted in response to another question, which has booked you, this company had its domain name for 2 weeks. That alone should be a red flag.

Not a legitimate loan company to borrow money in advance.

Many companies target these people, who know that they never first one was approved.
They require a registration fee or processing fee - and guess what was - the person is not accepted.

I wish I could be a business as at the beginning.
It seems so easy to scam people.

Yes, it is a fraud.

No legitimate lender will require that you pay money from the beginning. No exceptions.
